The following Ordinance was introduced by Mr.  Echols                 , who moved for its adoption and was seconded by Mrs.  Ezernack                        :

 

AN ORDINANCE AMENDING THE CURRENT CHAPTER 14, ELECTRICITY, OF THE CODE OF THE CITY OF MONROE, ARTICLE II, DIVISION 3, SECTION 14-60 – ELECTRIC FEES.

            WHEREAS, the current Monroe City Code of Ordinances contains Chapter 14, Electricity, of the Code of the City of Monroe, Article II, Division 3, Section 14-60 – Electric Fees.

 

            WHEREAS, the current fee rates be amended to rates that better reflect the true cost of performing permitting and inspection services; and

 

            WHEREAS, the penalties for illegal work exist, but not in a clearly defined scaled increase.

 

            NOW THEREFORE it is hereby ordained that the current Chapter 14, Electricity, of the Code of the City of Monroe, Article II, Division 3, Section 14-60 – Electric Fees is hereby enacted as follows:

 

            THEREFORE, the current Chapter 14, Electricity, of the Code of the City of Monroe, Article II, Division 3, Section 14-60 be amended as follows:

 

           

Sec. 14-60. - Electric fees.

The following fees for inspections are hereby levied upon each contractor licensed under the provisions of this chapter or authorized to engage, in the city, in any electrical work. These fees must be paid to the city prior to the issuance of a permit:

(1)  Fees for electrical work:

Permit fee ..... $ 25.00 $75.00

Fee for each 25 fixtures or portions or thereof ..... 7.50

Per circuit for first circuit ..... 5.00

2 circuits ..... 9.00

3 circuits ..... 13.00

4 circuits ..... 17.00

5 circuits ..... 21.00

6 circuits ..... 25.00

7 circuits ..... 29.00

8 circuits ..... 33.00

9 circuits ..... 37.00

10 circuits ..... 41.00

11 circuits ..... 45.00

12 circuits ..... 49.00

13 circuits ..... 53.00

14 circuits ..... 57.00

15 circuits ..... 61.00

16 circuits ..... 65.00

Fee for final inspection ..... 12.00

Fee for re-inspection ..... 20.00 

Convenience re-inspection fee, $20.00.

 

                  Re-inspection fee for initial inspection failure:

                First re-inspection, $35.00.

                Second re-inspection, $50.00.

                Third and subsequent re-inspections, $75.00 per re-inspection until inspection is passed.

                Fees are to be assessed and collected prior to issuance of final Certificate of Occupancy.                           No final Certificate of Occupancy, or final Electrical Inspection certificate shall be issued for a                  project with outstanding fees.

 

Fees for roughing in work ..... 12.00

Fee for electrical penalty ..... 60.00

Commercial transformer $20.00 plus $3.00 per kva

(2)  Fees for motor or generator:

Fractional hp up to and including 1 hp ..... $ 5.00

2 hp to 4 hp ..... 12.00

5 hp to 10 hp ..... 15.00

11 hp to 15 hp ..... 20.00

16 hp to 20 hp ..... 22.00

21 hp and over ..... 30.00

(3)  Fees for replacement of service entrance equipment/meter base service amp:

Per service up to and including 100 amperes ..... $ 15.00

Per service up to and including 200 amperes ..... 17.00

Per service up to and including 400 amperes ..... 22.00

Per service up to and including 600 amperes ..... 24.00

Per service up to and including 800 amperes ..... 29.00

Per service up to and including 1,000 amperes ..... 34.00

Per service up to and including 1,200 amperes ..... 39.00

Per service up to and including 1,400 amperes ..... 44.00

Per service up to and including 1,600 amperes ..... 48.00

Per service up to and including 2,000 amperes ..... 53.00

Per service up to and including 2,400 amperes ..... 58.00

Per service up to and including 2,500 amperes and above ..... 60.00

(4)   Fees, miscellaneous:

Illuminated sign fee ..... $ 20.00

For any sign with over 1 transformer, there shall be a fee of ..... 20.00 and an additional fee, per ballast, of $3.00

Temporary service ..... 25.00

Receptacles ..... 10.00 and $5.00 for every additional receptacle added

Solar panels (multiple of 10) ..... 75.00 at base amount and $7.50 each additional panel.

(5)   Penalty fees:

First offense, $75.00.

Second offense, $250.00.

Third offense, $500.00 and suspension of Monroe Occupational License for 1 year.

Fees to be collected per Section 14-60.(1).

            THE COUNCIL OF THE CITY OF MONROE HEREBY ORDAINS, That if any section, subsection, sentence, clause or phrase of this legislation is, for any reason, held to be unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. The Council hereby declares that it would have passed this law, and each section, subsection, clause or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses and phrases be declared unconstitutional.

 

            THE COUNCIL OF THE CITY OF MONROE HEREBY ORDAINS, That the provisions of this ordinance shall apply to all actions issued pursuant to Chapter 14 and all other Chapters as listed herein and above.

 

            This Ordinance was introduced on the  24th               day of  April                        , 2018.

 

            Notice published on the  27th             day of  April               , 2018.

 

This Ordinance having been submitted in writing, introduced and published, was then submitted to a vote as a whole, the vote thereon being as follows:
